Virginia Kroger is the community outreach coordinator for the Health Insurance Counseling & Advocacy Program of San Mateo County (HICAP). She helps broaden awareness about the free and unbiased counseling services HICAP provides to county residents. As a community educator, she makes presentations and explains the many complexities of Medicare to beneficiaries and provides tips on Medicare fraud prevention.
